ATV Permitting and Usage

Section 300.010 of the Municipal Code of the City of Willow Springs defines an all-terrain vehicle (ATV) as:

Any motorized vehicle manufactured and used exclusively for off-highway use which is fifty (50) inches or less in width, with an unladen dry weight of six hundred (600) pounds or less, traveling on three (3), four (4) or more low pressure tires, with a seat designed to be straddled by the operator and handlebars for steering control.

ATV use inside city limits are permitted with the following guidelines pursuant to Section 340.110 of the Municipal Code of the City of Willow Springs:

  1. A permit must be obtained from City Hall for a fee of $15.00 and is valid for a period of one (1) calendar year. Permits must be renewed annually.
  2. ATV operator/driver must have a valid operator's license.
  3. ATV must have proper insurance coverage.
  4. ATVs must be operated at speeds of 30 mph or less.
  5. ATV must have a bicycle safety flag attached to the rear.
  6. ATV may not be operated within any stream or river.
  7. ATV may only be operated between the official sunrise and sunset.
  8. Anyone operating an ATV that is under the age of eighteen (18) must wear a helmet.
  9. ATV operators may not carry a passenger unless ATV is manufactured with the proper equipment for the carriage of passengers.
  10. ATV may only be operated on city-maintained streets. ATV use is not permitted on state-maintained highways, such as Main Street, Harris Street (Highway 137 and Highway 76), and Highway Z.

To apply, please complete the ATV Permit Application and bring to City Hall with a copy of your driver's license and proof of insurance. The permit will not be valid until approved and signed by the City Clerk.
